One day one of my supervisors broadcast and email to our lab mailing-list about the rule of capitalization in writting a title. So, here is I share the summary of the rules he sent to us :

Also, in the body of the document (not in the title), proper nouns are capitalized (Gaussian elimination, Bayes rule). But algorithms, methods, etc. are *not* proper nouns and are not capitalized even if it has an acronym/abbreviation/initialism in all-capitals (Viterbi algorithm, multiple-input multiple-output (MIMO) antennas, intersymbol interference (ISI)). See page 24 of above document.

PS: I literally copy-paste the information from my seupervisor's email.
- Capitalize most words except for articles (a, an, the), conjunctions (and, but, for, or, nor) and short prepositions (in, on, etc.)
- Long prepositions (Before, Through, etc.) are capitalized
- The first and last word are always capital
- In hyphenated phrases, the word after the hyphen follows the above rules: On Lossy-Forwarding Techniques
